A US federal judge has blocked the Trump administration’s plan to charge $100,000 for each H-1B visa application. The court found that the president lacked authority to impose this fee without approval from Congress. The lawsuit was brought by a coalition of state attorneys general. They argued the fee amounted to an unlawful tax on companies hiring skilled foreign workers. In a 42-page ruling, Judge Leo Sorokin noted that only Congress can levy such a tax within immigration law. He rejected claims that existing statutes grant the president power to change H-1B rules unilaterally.
