Aso Rock Memo Alleges Gbajabiamila Used Fake PIA Clause to Divert ₦54B in Oil Royalties

Newly obtained government documents reveal that President Tinubu’s Chief of Staff cited a non-existent provision of the Petroleum Industry Act to claim ₦54 billion from the Nigeria Upstream Petroleum Regulatory Commission. A memo dated July 4, 2023 requested that 1.5% of the commission’s collection costs be ring-fenced for “metering and transparency systems.” The section of the law cited does not authorize such funds. The presidency maintains the directive came from Mr Tinubu. But legal experts say only the National Assembly can appropriate NUPRC revenues under Section 24 of the law. This report also notes that Mr Gbajabiamila has faced past ethics and bribery allegations at home and abroad.
