Stealing in the market is riskier because even a bag of sugar could cost you your life. Banditry appears more profitable and, paradoxically, safer. Nigeria tops global poverty rankings. Advisers must urge the administration to focus on poverty reduction at the grassroots instead of hiring mercenaries. When men return home empty-handed, they lose respect and abandon their responsibilities. Investing in the people will strengthen communities far more than buying political followers.
