INEC Rules David Mark-Led ADC Caretaker Committee Invalid

An INEC memo dated August 6, 2025, finds the African Democratic Congress caretaker committee led by former Senate President David Mark invalid. The commission says ADC failed to give the mandatory 21 days’ notice for the meeting that produced the committee, violating Section 82(5) of the Electoral Act. INEC’s Deputy Director of the Election Party Monitoring Committee, Joan Arabs, also noted the party did not submit meeting records or specimen signatures of the caretaker chairman and secretary. The memo recommends that INEC await proper documentation and an effective take-off date for the new leadership. The ruling underscores strict compliance requirements for political parties under Articles 19(12) and 19(14) of ADC’s constitution. Until ADC remedies these procedural gaps, its caretaker committee lacks validity in the eyes of the electoral commission.
