Immigration, Refugees and Citizenship Canada has updated its entry rules for 2026. The new framework categorizes travelers by nationality and mode of transport to clarify who needs a traditional visa, who requires an eTA, and who can travel without either. A select group—including United States citizens, lawful U.S. permanent residents with a valid green card, French citizens flying directly from Saint-Pierre-et-Miquelon, diplomatic passport holders, and qualifying commercial flight crews—can cross Canadian borders without a visitor visa or eTA. Citizens of over 50 additional countries may fly to Canada with an approved electronic Travel Authorization but still bypass a traditional embassy visa. These travelers do not need an eTA when arriving by land or sea. Eligible nations include many European states, Australia, Japan and other partners. Nationals of Antigua and Barbuda, Argentina, Brazil, Costa Rica, Indonesia, Malaysia, Mexico and several more require an eTA only if they fly and hold certain active foreign permits.
