Ports Authority and Customs Agents Forge Pact to End Apapa and Tin Can Gridlock

Ports Authority and Customs Agents Forge Pact to End Apapa and Tin Can Gridlock

The Nigerian Ports Authority and the Association of Nigerian Licensed Customs Agents have pledged to deepen their collaboration on easing chronic traffic and cargo delays at Apapa and Tin Can Island ports. At a strategic meeting in Lagos, the NPA Managing Director and the ANLCA National President committed to upgrading the Electronic Call-Up System (Eto) and refining port processes. Both ports were ranked among the World Bank’s top 20 most improved globally under recent reforms. Speakers highlighted the need for infrastructure modernization and tighter oversight. ANLCA will work alongside the NPA, the police, and other stakeholders to form a task force that monitors truck movements and curbs racketeering along port access routes. The renewed partnership aims to boost ease of doing business, accelerate cargo evacuation, and sustain Lagos’s status as West Africa’s commercial hub.

How will the new pact between NPA and customs agents practically reduce cargo delays at Apapa and Tin Can ports this time around?

That wait is frustrating. Could you share which operational steps the pact includes to fast-track container clearance at Apapa and Tin Can ports?

For years, both agencies have promised smoother operations, yet Apapa remains paralyzed by trucks and containers stacking up day after day.

Meetings are fine, but past talks haven't eased delays. I fear this agreement might end up as another paper promise.

They should assign dedicated clearing corridors for laden trucks, enforce scheduled off-peak movements and deploy real-time monitoring to track cargo flow.
