Advice Needed: Instagram Vendor Owes My Wife ₦110,000 Refund

I’m looking for suggestions on how to recover ₦110,000 from an Instagram seller refusing to refund my wife. She paid immediately after the vendor confirmed the luxury bag was available, only to be told hours later that it wasn’t and that a refund was “on the way.” Nearly a month has passed and all we get are vague promises. The seller’s account has over 6,000 followers and advertises bags, shoes and accessories. I’ve attached a screenshot of her profile for reference. What steps can we take to get our money back? Any advice on consumer protection options, reporting mechanisms or small claims action would be appreciated.
