Dame Theodora Okwy Igwegbe formally stepped down as Anambra State’s Head of Service on March 24, 2026, following her retirement on March 8. Her leadership from 2022 was marked by institutional reforms, professional discipline and digital modernisation, earning commendations from Governor Soludo and senior officials. Barrister Ngozi Iwouno assumed the role after her appointment on March 23. The handover ceremony at the Jerome Udoji Secretariat in Awka featured Governor Soludo’s letter of appreciation and warm tributes from the Deputy Governor and civil service staff. Under Igwegbe, the Civil Service adopted a modern Performance Management System, expanded staff welfare measures, resolved long-standing labour disputes and upgraded secretariat infrastructure with solar lighting, CCTV and improved water supply. In her farewell address, Dame Igwegbe thanked the governor, civil servants and her team for their support. She urged everyone to back Barrister Iwouno and build on the Service’s strengthened professionalism and efficiency.

Theodora Igwegbe's digital modernisation push sounded promising, but I wonder if these changes really reached grassroots workers.

I'm not convinced those reforms tackled the real bottlenecks; discipline alone won't fix systemic delays.

To maintain momentum, the new head should prioritise training officers on the digital tools introduced under Igwegbe's tenure.
