Could My Previous Canada Visa Ban Affect My UK CAS Issuance?

I received a Canada visitor visa refusal in 2023 after my agent misrepresented details. Since then, I haven’t been able to access my login or refusal letter. I’m now applying for a UK study visa and have been waiting for my CAS from the school for over three weeks. I declared the previous ban in my CAS shield. I only have the procedural fairness letter that IRCC sent and a cover letter explaining my situation. Could not having the official refusal letter prevent the school from issuing my CAS?
