Ukraine Licenses Private Recruiters to Bring in Foreign Fighters with $11,100 Pay
Ukraine will license private firms to recruit foreign nationals into its Defense Forces, paying recruiters $7,400 per recruit and offering soldiers up to $11,100 monthly for front-line assault roles. This formal framework builds on informal volunteer channels that have sent thousands of fighters since Russia’s full-scale invasion began in 2022. Recruiters will receive staged payments as they screen, train and integrate recruits. The ministry aims for foreign nationals to fill 30–50% of all assault and infantry positions, a major shift in Ukraine’s ground combat ranks. Officials say these salaries are among the highest globally for such roles. Key challenges include a six-month exit option for contract soldiers and language and training integration. Further reforms on retention and mobilization are expected in later phases.
