Digital Divide Persists as 6 Billion Go Online and 2.2 Billion Remain Offline
Global internet use climbed by 240 million in 2025, pushing the total number of online users to six billion—about three-quarters of the world’s population. Yet 2.2 billion people still lack any internet access, underscoring deep digital inequalities. ITU Secretary-General Doreen Bogdan-Martin warns that access remains uneven. Today’s divides hinge not just on connection but on speed, reliability, affordability and digital skills. The report shows 5G subscriptions now make up one-third of global mobile broadband, reaching 55% of the population. But coverage is 84% in high-income countries versus only 4% in low-income nations. The ITU calls for sustained investment in infrastructure, affordable services, skills training and reliable data to close these gaps.
