Passport Held by UK Embassy, Missing at Abuja Immigration – Need Advice

I applied for a UK visit visa in the middle of last year but my application was rejected. I fell ill for about four months and couldn’t travel to Lagos to collect my passport. Now I want to apply for a visa to another country, but the UK Embassy insists they sent my passport to the Abuja Immigration office since I missed the collection deadline. Abuja officers have confirmed they never received it. I can’t afford to get a new passport right now. What steps can I take to locate or recover my document?
