Avoiding Overlap: Does Nigeria Really Need a Homeland Security Adviser?
President Tinubu’s decision to appoint a Special Adviser on Homeland Security has raised questions about whether Nigeria needs a new advisory office or better coordination among existing agencies. Border management already falls under Immigration and Customs, domestic intelligence is with the DSS, and emergency response is led by NEMA. Adding another layer could blur mandates and create friction unless roles are tightly defined. Rather than expanding the security architecture, Nigeria should focus on clarifying inter-agency coordination, modernising border and cyber frameworks, and empowering current institutions. Institutional reform, not growth in offices, will drive clearer responsibility and more effective crisis response.
