Proposed 2026 Geopolitical Zone Bill: New Fourth Tier and Resource Control Framework
From October 1, 2026, Nigeria’s six geo-political zones would become formal constitutional bodies alongside the Federal, State, and Local governments. This creates four tiers of administration and caps the nation at 42 states across six regions. The plan replaces the current federal allocation with resource control. Revenue would be shared as follows: States 50%, Federation Account 20%, Zones 15%, and a National Trust Fund 15%. The transition aims for full implementation by 2040. Zones would maintain regional police units and handle power generation and distribution locally. A rotating zonal chairmanship and appointed civil service would oversee governance. Each zone must also develop specialist healthcare facilities and step in to support any state unable to meet its costs, failing which the federal government may declare an emergency.
