How Do I Obtain an Abia State Indigene Certificate and Guarantor’s Form for a Nigerian Passport?

I need to apply for a new Nigerian passport because my old one expired 15 years ago. The online portal fee is ₦100,000 and requires my NIN, birth certificate, Local Government Indigene Certificate, and a guarantor’s form. I don’t know where to get the Abia State indigeneship certificate or the guarantor’s form. I also need to check if I still have my birth certificate. Should I pay an agent ₦150,000 to handle everything, or try to get these documents myself? I’m worried about scams. Any tips?
