Tinubu’s Holistic Strategy to Counter Boko Haram and ISWAP
Under President Tinubu’s administration, Nigeria has adopted a holistic strategy to address its decades-long insurgency. The new National Counter-Terrorism Doctrine unifies the Army, Air Force and intelligence agencies. It enhances data sharing and increases use of drones and satellite imagery to target Boko Haram and ISWAP networks. The Vice President’s ‘Pulaku’ initiative tackles poverty as a root cause. It focuses on building schools, hospitals and housing in northern regions. There is also a resettlement programme to return internally displaced persons to their ancestral lands. Regionally, Nigeria has reinforced the Multinational Joint Task Force and border patrols with Niger, Chad and Cameroon. The government leverages infighting between Boko Haram factions through defection programmes and intelligence infiltration. Thousands of repentant fighters have surrendered. Judicial reforms aim to fast-track terrorism trials and release wrongly detained civilians. Challenges remain, including the ₦58.18 trillion budget’s economic impact, insurgent diversification into banditry and the need for greater transparency in military operations.
