Kemi Adeosun: How BVN Integration Exposed 45,000 Ghost Workers
Former finance minister Kemi Adeosun spoke at the Citadel School of Government Dialogue in Lagos. She explained how her team used the existing BVN database to clean up the federal payroll and uncovered 45,000 ghost workers. Adeosun noted that earlier biometric checks failed when paramilitary agencies resisted centralised systems. By matching salaries against BVN records, they discovered cases where one BVN was linked to multiple payments or where deceased or transferred staff still drew salaries. This approach eliminated large-scale payroll inefficiencies without introducing new technology.
