It seems unlikely so many people would risk legal trouble just to vote. Maybe most stories are just hearsay or jokes.
I don't buy the idea that paperwork fraud is widespread. People can register legitimately if they really want a voting card.
To avoid any temptation, it might help to double check all your INEC documents before submission and keep copies for reference.
