Leaked FEC Documents Raise Questions Over $3bn Lagos, Kano and Kaduna Rail Contracts
Leaked Federal Executive Council documents indicate that the Federal Government approved contracts worth $2.998 billion for three urban rail projects: Lagos Green Line Phase 1A, Kano Metro Rail and Kaduna State Light Rail. The projects are expected to take 48 months and include about ₦446 billion in federal counterpart funding. The documents reportedly assign the Ministry of Finance Incorporated (MOFI) responsibility for project sponsorship, fund management and project management, rather than the Federal Ministry of Transportation. MOFI is also approved to receive annual project-management fees and a percentage of the Federal Government’s counterpart funding. The arrangement has raised questions about legal authority, procurement procedures, value for money, environmental impact assessments and parliamentary oversight. The documents do not state whether the contracts were competitively bid or provide detailed engineering and financing breakdowns. The approvals may also draw scrutiny because counterpart funding for the Port Harcourt–Maiduguri Eastern Railway has reportedly remained outstanding. Government agencies named in the documents had not publicly clarified the governance structure at the time of the report.
