20 States to Receive $27m from World Bank for Education and Healthcare Reforms
The World Bank–supported HOPE Governance Programme will award $27 million to 20 states that met Year Zero performance targets. States qualified by adopting guidelines for consolidated basic education and primary health work plans, harmonising budget frameworks, and publishing the 2025 citizens’ budget. Bayelsa, Borno, Kano, Kebbi and Yobe each secured $1.5 million for the first two targets. Adamawa, Delta, Plateau and Taraba will share $500,000 for budget harmonisation, while Abia, Enugu, Imo, Jigawa and ten other states will receive $500,000 for budget transparency. Some states missed deadlines or failed to publish results and were ineligible. The disbursement follows verification by an independent agent and aims to strengthen financing, transparency and accountability in basic education and primary healthcare. The programme will also support coordinated annual planning and address staffing gaps through the recruitment and deployment of teachers and health workers.
