PAP Stipend is Transitional Allowance, Not Salary, Says Programme Chairman
The National Chairman of Phase Two in the Presidential Amnesty Programme clarifies that the monthly payment to beneficiaries is a Transitional Safety Allowance, not a salary. He warns that demands for an increase contradict the programme’s core objectives. He explains that the allowance was designed to support ex-agitators during disarmament, demobilisation and rehabilitation, and urges beneficiaries not to compare it with civil service pay. Under the current administration’s reforms, attention has shifted to education and skills development. Since March 2024, more than 8,500 Niger Delta youths have gained admission into Nigerian universities, while 247 scholars are pursuing postgraduate studies in the UK under the PAP scholarship. Only the President has the authority to approve any change in stipend levels through the constitutional process, the chairman adds. He calls on beneficiaries to back ongoing reforms that focus on lasting empowerment rather than pushing for higher payments.
