NDLEA Chairman Calls for Jail-Only Sentences for Drug Traffickers

NDLEA Chairman Calls for Jail-Only Sentences for Drug Traffickers

Retired Brig.-Gen. Buba Marwa, Chairman of the National Drug Law Enforcement Agency, urged the Federal High Court to impose strict imprisonment without the option of fines for drug offenders. He argued that allowing fines has failed to deter traffickers and contributed to rising illicit substance abuse. He spoke at the launch of National Minimum Standards for enforcing the Administration of Criminal Justice Act 2015. Marwa highlighted that Nigeria has over 10 million cannabis users and that the agency seized about 15 million kg of illicit drugs in five years, 70–75% of which was cannabis. He said NDLEA is working with farmers in Ondo State to shift from cannabis to food and cash crops. He noted that hundreds of farmers are now adopting legitimate crops, reducing the risk of arrest. Marwa also thanked the Attorney General and the Chief Judge of the Federal High Court for their support.

Do you think removing fines entirely will truly stop drug traffickers from operating across the country?

Do you think shifting focus to rehabilitation could work better than fines or jail alone?

I understand your hope, but dropping fines altogether might weaken deterrence. Maybe both jail and fines are necessary for real impact.

With fines off the table, sentencing becomes harsher, but history shows deterrence isn't guaranteed. We need other measures too.

Jail-only sentences sound tough, but they risk overcrowding prisons and ignoring rehab efforts that could reduce repeat offenses.

Focus on strengthening community education and support services alongside any sentence changes to address root causes of drug abuse.
