The Islamic Consultative System: A Model for Effective Governance

Allah commands any leader—whether king, president or imam—to set up a Consultative Assembly before making public decisions. He must seek counsel, weigh opinions and then trust in Allah to implement the best solution. The Consultative Council should be elected by the people, without party divisions. Members represent specialized fields—industry, agriculture, medicine, engineering and others. When an issue arises, the leader consults the relevant experts to ensure informed decisions. This system proved successful even under non-Muslim rulers. The Queen of Sheba formed expert teams and never acted without their advice. Applying this model can improve governance, reduce corruption and uplift any society.
